Ask HN: Is there an organization that grades the actual usability of OSS?

With more and more software going open-source, sometimes for marketing reasons alone, is there an organization that grades software with how developer-friendly that the self-hosting (vs. paid managed offering) is? I feel like that could be a great way to differentiate truly OSS software from OSS software that's only OSS because it's vibe coded and otherwise has no significant moat.
